[TechAssist] RCA MM102 chassis, standby 5v is low @ 1.4v

I think I have met my match with this MM102 chassis, the standby 5 is low
but will be normal with the 20 some pin flex cable disconnected from the I/O
board yet no short or overload exist that I can find. Two other connectors
to the I/O board must be connected that go to the tuners otherwise the 5v
will be about 2.4 or 2.9 volts depending on which one is not connected. I
can hear a relay close and then open when the 5 volts is normal but don't
have any idea what that is telling me. Has anyone had this problem or should
I just retire early and blame it on Thomson?
