[TechAssist] RCA G32705, CTC 197 interference lines Fixed

This unit came into shop with interference that resembled rain drops
falling in diagonal lines approximately spaced 2 inches apart. The dots would
then drift through picture. PIP was perfect. Would get worse as heated up.
U18100 FPIP IC was bad 248620. Two cans of freeze mist to isolate and fix.
