John,
Don't rule out the HOT.
Remove it and check for leakage.

It may save you some time.

Hi Jeff
First of all thank you for your response.

The one is a 31" F31317 CTC203CA6,and the other one is a F27628,CTC203AA13.
The horizontal out transistor does not short out when left on squeeling like
that but Q14101 the regulator will after a couple minutes.

I have scoped pin three of T14101 and it shows the 156 volt it calls for but
the volts p/p is five volt instead of seven volt.
Pin eight of T14101 shows 220 volt p/p instead of 440 p/p it calls for.
Pin nine does show 15.8 volt P/P instead of 27 V p/p.

I have changed all of the transistors in the primary of T14101,and checked
all of the diodes,including the zeners.
Also changed U14101,the photo coupler.

I have a RCA service bulletin TV99-002 what says,the feedback voltage from
pin nine of T14101 may generate a false trip of the power supplies
protection circuitry.
The on/off switching within the powersupply may result in a audible noise
chirp to emit from T14101.
I do not see a shutdown circuit in the chassis's,I was wondering if it has
one.
