First let's correct that chassis number to be CTC169PF. Next thing is what
did you use to replace that regulator IC (RCA original or generic)? I have
seen quite a few previous posts from some of the five forums to which I
subscribe and have seen other techs going nuts only to find out that they
had used generic subs (some are okay and other are not) which were the root
cause of the existing problem. Having said that, here are a few more
components to check out:

C4145 (1000mfd/35v)
C4311 (4.7mfd/50v)
CR4101
CR4119
CR4122
R4110
Q4109
Q4111
Audio amp IC (should be U1900)
