From your description, it is somewhat difficult to pinpoint ckt,but what you are describing sounds like video ringing. Years ago when I worked for RCA factory service, the ctc108 and ctc 120 had various problems causing video ringing , such as open peaking control,defective delay line, and bad connections in peaking ckt.I never really experienced those problems with a ctc131, hth.
