If that was a PS Secondary Zener,the Primary is probably being driven wide-open. A Secondary Voltage will be monitored(usually 5v supply) and fed back thru the opto-coupler to the 'drive' circuit of the Primary,for Regulation. IOW,the Primary may think the monitored voltage is 0v,and driving the primary wide open,thus overvoltage on the 33v Line,zener shorts. Check caps in Primary,check Opto. Any shorts on that 33v line,besides the Zener of course ???
