I'm not sure if the P1 has a power relay or not, but a stuck relay was a
very common problem on some of the older Philips sets and that is exactly
the symptom, works well when on but not so well when off.

Probably an easy fix for you Philips/Magnavox guys.
This set will not turn off. When Power Switch is made will change Channels,
when power switch is made again, will not. Looks like may be something in
the stand by.
