[TechAssist] Philips 25" TV M#25ST220L/17 hotel set. Button problem

Just got in this Hotel TV. It is a Philips 25" TV M#25ST220L/17. The
unit has a keypad problem. It acts like the Vol- is always pressed. The
power led is continuously flashing. The tact switches test fine and
there is no noise on the IR. The DC voltage on the buttons is 2.2
volts. Should it be higher? When I disable the keypad in the menu,
although the LED still flashes, the volume works fine with the remote.
With the keypad unlocked, the volume display stays on with volume at 0
all the time.
