[TechAssist] Panasonic CT32G5B (ch#ABP331) intermit. vert. deflection, FIX

Intermittantly the picture would black out. Turning up the G2 screen on
fly showed a line: no vertical deflection. Tapping board affected the
symptom. After thoroughly resoldering the entire vert. circuitry, I
confidently powered on the TV and got a line.Still no vert!
Replaced the v. output IC451, LA7838. No help.
Final fix was to carefully scrape all paint off the LA7838 pins and
traces going to them and solder up the traces,as there were breaks on
all the pins that solder alone did not cure.Replacing the IC was not
enough.
