[TechAssist] Panasonic 2nd post CT25G6E AP361 No 5vdc Stndby

This set is dead, I have reg B+ to HOT, I have 9.98 volts on coil side of
relay(seems low) I am missing the 5 volt stndby to tac switchs. I have dead
short readings on circuit pads of C575 & 578 can someone tell me if this is
circuit design and could someone tell me the source for this 5 volt stndby
voltage? Appreciate your time and help. Terry
