I call it MEDUSA hair.....
C232, 10uf/50WV electrolytic gets leaky, it's located by IC202 (normally
found in the corner of the signal board catty-corner to the IHVT). Should be
a SIP package, this is your black stretch IC, and unfortunately that cap is
not doing it's job, thus your black stretcher is over-stretching. If not
that, look at any cap associated with the IC.
