[TechAssist] Mitsubishi TV CS3115R vert roll fix

After changing many 47mfd @ 35v caps that were leaking or high esr only to find
that I still had the problem,(Slow vert roll) I finally found another 47mfd @
35v C 732 leaking and a shorted diode C702 both off the 5v reg I/C 703. Found
5v down to 4.5v at the micro. Not where you would normally look for a vert
problem. This is not in our usual data bases that I know of.
