[TechAssist] Magnavox(Picture slow pulling out vertically)

Magnavox(MODEL: RG5946---possibly 26C8 chassis)
Problem:
When first turn on set the picture is squeezed down to about 5 inches.
Also no video(blank screen).
After about 30 seconds the picture will come in and will start spreading out
vertically.
Have replaced vertical IC-580
Put in TDA3654Q( wondering if this is the right chip)
When set first came in no vertical deflection.
Any help appreciated.
