[TechAssist] Kv 27fs12 picture only in upper 2" of screen

Hello
I have a kv27fs12 that does not have full deflection . It rolls up to
the top of the screen and sometimes you can't see it at all
the standby flashes 4 times.
If you put it into service mode you can see 4 inches of the picture .
I have changed out the vertical
It almost mimics the problem that they used to have when the clock and
data lines were clamped by the tuner failing
