Maybe a Focus to G2 Short in the CRT ? Theres a Way to clear that by
powering down the HV, and before it has a chance to bleed, draw an arc to
the suspect shorted pin. But it does not always work, and sometimes it will
ruin the flyback if its a very large short.

Well, he already put in a new OEM fly. But, I was thinking. What if
something on the CRT board was shorting the G2 oroginally, this
destroyed the internal resistive network in the fly, so G2 was lost. He
replaces the fly, now the new fly's screen internal supply is being
stressed, and has damaged the new fly's internal screen network. Only
thing I can think of.
