[TechAssist] JVC AV32120- won't come on

Hello all, we've got a JVC AV 32120 in shop, wouldn't come on. Replaced usual
filters in Stand by and found SB running at about 7v. Replaced Regulator IC and
found P4 (run DC) stuck at 13v. Need at least 18 to Start up. Any suggestions?
