[TechAssist] JVC AV2749S Bad Deflection Yolk????

Hi guys, this jvc came in for no power. was blowing
F961found it to have a shorted audio output IC (pin 9 was
shorted to ground) I changed the ic and fuse, thats ok now.
the set tries to start, the relay stays on but b+ is too
low to start. The trouble is, something was drawing down
the b+ and the set would not start. Now i'm able to start
the set with the deflection yolk unplugged. Does this mean
the yolk is bad?? If so how does this happen. When the
customer brought this in he explained that the set was
working fine. He had plugged in some speakers to the
external outputs with the wrong inpeadence. Im expecting
this is why the IC was shorted.

Anyone have have info on this or if you can be of any help?
