Has he attempted to adjust the Crt bias and cutoffs yet? New board may have
a New EEprom that needs adjusted, if so, may need to do sub-bright to get DC
bias voltages up enough to drive CRTs, don't forget screens either.
If he has, then it's time to trace Luma path for bad/low signal.
