I would highly suspect the tuner because tuners usually fail in 3 bands:
channels 2-6, 7-13, and 14-125.  Sometimes all 3 bands fail at once.

Greeting Everyone,
                            This old (1993) (31DX11)(chassis M1CLXU) 31
" Hitachi came in today with no picture or sound (just snow) on channels
below 7, I suspect tuner or system control ic, all data lines go
straight into the micro from the tuner. The number on the tuner is
2428681 (ET-352A). Does anybody know of a different tuner that might
cross? Has anyone seen this before with this model or chassis? I'm
trying to figure out if the tuner or micro is bad before I send the
tuner out for repair.
