[TechAssist] Hansol 710A, E17CL, computer monitor, clicking noise from flyback

This 17" monitor has a problem I have not seen before.  When the monitor
is turned on the flyback makes a funny clicking or pulsing noise.  The
noise lasts for 5 seconds and then goes away when a relay clicks on (or
off, not sure which) for 5 more seconds.  This process is repeated over
and over again.  I have checked for obvious shorts, bad connections and
the flyback ring test is good.  I also disconnected the CRT PCB with no
change.  The horizontal part of the yoke rings good as well.  Anybody
seen a similar problem?  I am suspecting that it is the flyback even
though it tests good.  TIA
