Dave, band switching is done with U17504,  pin 14 should read very low (less
than a volt)  on channel
51, change to channel 50 and voltage should jump to 11.5 volts, If no change
check Q17504, R17513 and
R17309, check solder in this area carefully,   hope this helps, Larry E
