Ok, don't worry about the 190V, if I'm correct removing the crt output IC
doesn't remove 190v from the cathodes, I think the supply connects directly
to the cathodes.....doesn't it??
If that's not the case, then I think the socket may be leaking from screen
to cathode connections somehow.
Wish I had the schematic to verify this, but I'm at home right now.
