I did one just like yours and found the data on the eprom was corrupted.
I would give that a try first

RCA PTK195


 I pulled this lightbox(dead) after finding  a couple of drops of fluid
on
micro. cleaned area thoroughly, removed micro, no fluid underneath, also
removed cc plug and eeprom, no fluid.still no
 start.I have been troubleshooting old fashioned way, loaned out cc,
came
back not working. I followed the normal line of logic, I first checked
stby
voltages, only one I found missing is stby 7.5 for U16201(jungle), I
traced
back to dual v reg, U14705, had 17.5v on both inputs, no op on 12v or
5.1v
line,I replaced U14701 with one out of scrap board.no go. I dug out RCA
print and flow chart. I  checked pin19(run/stby ) of micro did not go
high,
next branch was to  measure jungle stby v, which I have  already tried
to
restore.  StbyI2C data line never went high until I wicked off pin 23 of
micro, I do not understand why stby 12 from U14701 is missing, I thought
a
high from pin 19, turned stby off and a low would enable the reg.  Any
help
would be greatly appreciated.
