[TechAssist] Fixed**TA Go Video DDV9000. No front panel(Was dead)

Final fix was timer IC, same as used in JVC's..
IC 701 UPD16312GB, used 483520988168.
Thanks to Dave Wreski for sending me the power supply print and the many other
responses I received..
Note, missing 5v and 9 v on the power supply connector which returned after
replacing the IC.
The first problem(below), In believe was introduced by the customer as the
cover WAS removed.

Samsung unit
Unit came in dead, ticking in the power supply.
Replaced Q1S12(leaky. KTC3203Y-212671-RCA), ZD1S31(43v zener 1w..1N4755) and
caps in primary as well as
C1S31(2200/10v). The C5039 was fine.
Now unit has no display or front panel functions, power LED does not light.
Unit ejected the partially
inserted cassette when I restored power and will accept cassettes, but shuts
down and will not eject.
Voltage out of power supply for -27v is high and appears to go to front
panel(no print). Both 9v regs in
power supply put out ~9vdc.
