That is an unusual failure.  If all else checks out, it is always a good
idea to check the HOT out of circuit.  I forget that sometimes and I end
up wasting time looking for the problem elsewhere.

closer to zero, but since those are across the HDT detecting in circuit 
without removing the transisitor is difficult.

Was the B-E short about 40 ohms, or was it zero ohms?

In additon to the cap at 2455 that I had replaced found that the HOT had

been damaged in a way not easy to detect it appears that the internal
damper
network was shorted, B-E short so didn't show in circuit. The original
HOT
was a BU4508DF  Subed a 2SD1880 worked good.

Uses
25 Inch And 27 Inch Standard Curved Face Crt'S Always Examine Capacitor
2462 Located Near The Base Lead Of The Horizontal Output Transistor
7460.  If 2462 Is A Small Blue Or Orange Part Replace It With 2022 333
00084.  Use No Other Part Here.
