[TechAssist] Fix: Magnavox 32M800 No power when cold

Magnavox 32" CTV model MS3250C121 would not start when cold, power supply
voltages were OK . Set would make a noise at startup but would not come on,
Found Lytic cap off the Horiz drive transistor location# 2455 very low in
value. Replace with 47uf 25v returned to normal operation.
