[TechAssist] Fisher (Sanyo) 25" PC1525 (G3E-15250) slight piecrusting,fix

The picture in this 25" TV,in some areas had a slight piecrusting
(horizontal instability).Seemed to be concentrated in a moving band
across the screen.
After ESR'ing all caps, I found in the power supply,near the STR30130
(which was outputting an exact +130V) a cap C007 (4.7mfd/160V) that was
infinate ESR.
Replacement cured it.
I theorise the bad cap was allowing "hash" to enter the power
supply,riding on the +130VDC. This was probably "modulating" the
horizontal ckts at a 60 Hz rate.
Anyway it's fixed.
