If you dont have any way to test if a phone line is live or what the
polarity is you can do this. Take the wires and strip them back about 1
inch, spit on your index finger and lay both the wires holding them about a
millimeter apart in the spit on your finger . If its live you will feel a
little shock. The Ring side of the wires will start to fizzle if you look
closely, identifying the polarity of the line in question.
 This was taught to me by a technician while he was installing my DSL
service this morning.
