[TechAssist] Emerson VT2522D power problem fixed

Complaint: Dead
Observations: Standby power OK. Deck power turns on. TV power does not turn
on.
Fix. R519 (100K, 1/8 Watt) open. Resistor is in B+ switch circuit.
