Put a scope on the IR receiver and see if it's outputting 5V pulses. If it is then trace the IR to the micro and make sure it is making it to the micro. If not outputting disconnect micro and see if it is working. If it is,When it's not working check the 5V B+ bad micro,seen it before.Also make sure the remote is outputting. When it's not working check the 5V B+, had one where they had a zener on the 5V line and it was braking down.
