[TechAssist] Coupling fluid Question for Magnavox PTV-711

Changing the coolilg/coupling fluid in this set.
I haven't seen "burp chambers" like these before.
They are similar to the top of the brake fluid
cylinder on a car, with the rubber gasket that can
move up or down.
On the opposite side is a plastic plug that is
about 5/8th and appears to be where the new fluid
is to be added.
My problem is getting enough fluid in the chamber.
I filled them 'till it ran out, but it's obvious
that not enough fluid is in there.
Any suggestions??
