According to RCA troubleshooting procedure, the PS will not operate unless
the horiz section is able to operate, it must have a horiz pulse going back
to Q4104 in the power supply.  To troubleshoot, short source and drain of
Q4114, the main regulator and reduce AC voltage to 90vac.  The regulated
output should be 130v.  Note: the PS will normally put out 150v in standby.
You must have a horiz problem causing the output to short, perhaps IHVT but
that is not common. Check C4402 (.0064-1.5KV) and the solder there on.
