[TechAssist] CTC169 Projo , FIXED!

This set came in with the 75 ohms 2w resistor R4745 open on the High
Voltage regulator board , causing no high voltage regulation, replaced
it and explode again in seconds.
found voltage low on pin3 of the regulator IC U4751, after checking
voltages around, found reference voltage coming from the high voltage
splitter, was too low, 42V instead of the normal 59V, replacing the high
voltage splitter cure the problem.
