I agree with Howard, if you have the luxury of funding to support a replacement programme it needs to be based on a combination of age and reliability. I think 15 years is too soon for a reliable controller in good condition, but 25+ years is pushing it even if the controller is reliable. Components age at different rates and even the highest spec ones will expire eventually. At least 70s and 25s don't have EPROMs, which definitely have a limited life, albeit you can probably reburn them if you can find an appropriate burner. If you are reluctant to lose your old cases we have had some success grit blasting and recoating old 25 cases to use as miscellaneous equipment cabinets.
