In Kent a number of crossings were installed with two lines of zig-zags in the centre of the road, separated by hatching. The intention was to separate the opposing flows, creating a virtual central reserve, usually to accommodate right turns nearby. Then we realised that pedestrians were using the middle of the crossing as a "safe" place to wait. They would exploit a gap in traffic on the side nearest to them and move to the centre of the road - while the signal controller sought a gap in both directions. Although we knew that the hatching afforded little protection, clearly the pedestrians did not... We no longer mark new crossings in this manner and have changed the markings on most of the rest. As the text does not prohibit doubling up the central lines it is considered by East Sussex CC that this is acceptable. In addition, the Regulations do contain a supplementary clause (8) to the effect that, even if the road marking requirements are not met in every respect, the controlled area will nevertheless be treated as complying with the Regulations provided it does not materially affect the general appearance of the crossing. We have discussed this informally with the DfT who agree this interpretation appears reasonable and that, provided it is clearly a crossing and no adverse safety audit issues have been raised, there should be no problem with the layout. We were also advised that the diagrams contained within the Regulations are illustrative and may not necessarily apply to every circumstance. Each authority should, therefore, make a judgement based on their own particular site layout and the local conditions. It must be said that the above is my view on behalf of East Sussex County Council and it entirely possible that this could be challenged.
