We quite often signal right turns without an island - certainly with 1 ahead lane, sometimes with 2, but I don't think we would contemplate 3 ahead lanes without an island - especially where ped signals are involved. The sequence you propose operating doesn't help either (wouldn't be too bad if all the heads on the approach always went to amber simultaneously (but here it will only be sometimes 'all of them' and sometimes 'some of them'). If you really had to pursue the possibility of a mast arm it would seem better to only have the 'ahead signal' on it - you are trying to increase the relative conspicuity of the ahead signals - this suggests that you don't want to be putting any more right turn signals up! However, what you can sometimes do is create a 'zero width' triangular island on the turn between the ahead lanes and right turn lane (pulled forward of the stop line if necessary) onto which you can place two signal heads. Signals heads (to TSR&GD 2002) are narrower than they used to be, and you may be able to add to the width available by reducing the width of the three ahead lanes slightly (narrower lanes also give shorter distance for peds to walk - with less lost time).
