The supply company has refused to provide a supply until its completion certifcate is submitted for many years now. In practice they provide a supply but don't fit a fuse until the certificate is submitted. The controller is without power only very briefly. We have been told the regulations have now changed and the equipment to be powered up (signal controller, vms sign, real-time signs etc) has to be installed and electrical safety checks carried out before the board will service the site. If this is the case how long will sensitive equipment have to sit on site cold and damp before being powered up!!!
