I agree wholeheartedly with Howard.  For a number of years I have been =
trying to find a sensible way of keeping our library of Specifications up =
to date.  HA issues MCS206, allegedly quarterly, which is a list of all =
current Specifications.  There is no problem obtaining a copy from the =
Plans Registry at HA in Bristol, the difficulty is finding out that a new =
version has been issued.  The same problem is encountered with all new =
specifications.

The staff at the Plans Registry are very helpful and respond to requests =
for copies of Specifications promptly.  The process would be much easier =
for all concerned if the Specifications were available on a web site which =
enabled users to download the latest copy when required.  Alternatively =
MCS206 could be placed on the web site from which users could then check =
the documents that they require and request copies as before - that would =
allow  the HA to record who has obtained the relevant documents if they so =
desired.

If you examine the list that Mike Middleton produced in March 2002, and =
Ian Routledge mad available in December, you will find that it is now =
somewhat out-of-date, as a number of the documents were re-issued shortly =
after it was originally produced.  This highlights the need for DfT and HA =
to make their specifications more accessible.

Having received the Traffic Control documentation list from Ian Routledge,
(thanks Ian), I think it raises a significant issue about a large hole in
the current system used by DfT for producing specifications.

That is - that it is all very well producing these wonderful documents, =
but
how are people working in this fairly specialist field meant to know that
these documents exist once they are produced?

Now I understand that the notification of authorities about new MCE, TR =
and
other similar documents in the past was a difficult and probably costly
business - but surely in these days of e-mail it should be possible and
rather helpful for Mike Middleton or his colleagues at DfT to set up an
e-mail notification list that traffic control users could subscribe to in
order to be regularly updated about new and about to be released relevant
publications (e.g  TRs, TALs, etc.).

Apart from being useful in itself to authorities and other users, it would
no doubt increase the circulation and readership of these documents - =
which
I presume DfT would wish to support!

It would also be helpful if all these documsents were available to =
download
(in pdf format) in one area of the DfT web site. Currently searching the =
DfT
web site appears to be difficult and rather unreliable.

Anybody from HA / DfT please take note! (or could somebody please raise
these issues with them?)
