Personally I don't think we should be restricted period. We are another
permitted event and to allow any private group to have a say in how they
allow or provide access to another event is not a good idea. If BLM feels
it necessary to establish a reason as to why someone is accessing public
land adjacent to an event then let them come up with the reason and put
forth the argument in a public forum. To say that BM has the power to
direct or suggest that we need to provide a reason to be there or have
access to the most popular entry point on the playa simply because there is
a private event underway is bad policy. We as Tripoli wouldn't suggest
this. There have been many people who have been introduced to rocketry by
wandering by the launch. It introduces people to another use of public
lands. AEROPAC had an issue with someone a few years back and the BLM
wouldn't remove the person from their event. Why the double standard?
I think it all comes down to the golden rule "He who has the gold makes
the rule" It's a symbiotic relationship BM pays huge permit fees and BLM
makes big money with the added benefit of double dipping the chip by
charging for bringing in massive amounts of LEO to write citations for more
even more money.

As far as our response to the EIS and renewal of the SRP, I think we should
take the following position:
First, we do not oppose Burning Man as long as our access for rocketry at
the 12 mile entrance is not overly restricted. Marnee has told Dick Embry
that they want to be good playa partners. I think that’s what we should be
also.
The items they are asking for are these:
1. Expansion of the BLM Closure Order boundary by 561 acres totaling 14,
714 acres
2. Creation of an infrastructure staging area on or near the Playa (60 x
300 ft)
3. Expansion of alternative transportation (Burner Express Bus/Burner
Express Air)
4. Expansion of the perimeter fence to 10.4 miles total length
5. Arrival of 30,000 staff and builders one week prior to opening
6. Expansion of Black Rock City to 1,250 acres
7. Installation of additional interactive camps
8. Installation of additional large scale art pieces
9. BRC DMV licensing of art cars and ADA compliant vehicles to drive on the
Playa during event week
10. Use of approximately 16.5 million gallons of water per year would be
obtained from private groundwater wells, located at Fly Ranch owned by BRC,
for dust abatement and in support of event activities.
11. BRC management of vendor and compliance monitoring programs
None of those strike me as objectionable. Dick told me that the BLM could
(but might not) check for either a Tripoli membership card or a placard
that non Tripoli members could print and place in their car window. That
seems fine to me. It serves our purposes also by reducing the number of
people who just drive out to our activities because they heard a rocket
launch was going on.
So, to sum it up, I think we have no objections to what Black Rock City,
LLC (their corporate name) is proposing. If people have personal objections
to Burning Man, that's something unrelated to Tripoli Rocketry Association.
We know from past experience that the number of comments is meaningful. Our
permit must be renewed within the next couple years also, so we need to
remember that trading negative comments could come back to haunt us also.
