I remember flashbulbs. I still have some somewhere. And a LES, too. Old
rocketeers never die, they just hang on to their flashbulbs. No permits needed.

I have one of those kits, never built. Free to anyone interested in playing
with it. I bought two and put one in a mid-power rockets that I still have
around here somewhere. The other vintage kit is now well-aged, ready for you
to assemble. Looks like you can get the documentation from Bob's site.
It always worked great for me. As I recall, that rocket used a flashbulb to
ignite the ejection charge. (Remember flashbulbs?) I don't know whether the
MAD will fire an e-match, and would strongly recommend some ground testing.
