I assume you are talking about the Ghia and assume you are talking about the 
rears.  You need a Bentley manual.  Or just about any manual for the swing axle 
bug/ghia.  They explain the placement and adjustment of torsion arms in detail. 
 As a rough guestimate you can install it where the arm is just below the 
bottom stop for the arm (maybe 3/4") and then adjust from there when you get 
the car together and the engine in it.  Be sure and set both of them in the 
same spot.  I can go into more detail but you would be better off looking at a 
shop manual on this process.
