I've had online billing for over a year now and yes they are accessible.  I've 
had no problems with them at all.  I get an email to say when it's available.

  As I get better coverage in my flat I am moving from O2 to Vodafone but when 
looking at the tariff information it mentions free itemised billing but nothing 
about the bills being online.  I tend to assume these days that the bills will 
be available online as they are for gas, electricity, BT etc.  so are Vodafone 
bills available online and are they reasonably accessible?
