It does have a talks button.
There are little buttons to the left and right of the keypad. If memory
serves me correctly it is 3 on the left and 2 on the right. The talks
button is bottom left below the menu key.

I have now a nokia 6600, it is an old phone and doesn't have
the talks button, how can I access the talks menu and
obviously change the volume etc. also, how do I access the
memory card, and I would like to up-date the talks version
and license, how can I do this without being able to connect
the phone to the pc?
