Attached please find additional detailed information regarding the 24 August
2016, "Twice a Citizen" award in which RDML McNeal will be the speaker. In
this email you will find the following:
(1) Information Sheet -- Provides background on the history of the award,
general information on the ceremony timeline, list of awardee names (and some
background on them), etc….
(2) DRAFT Ceremony Script (this is a very rough draft, but provides you with
the general flow for the ceremony; it will be updated as we get more
information, and I will provide a final copy to you).
(3) Sample Speech -- This version was given by RADM Russ Penniman a couple of
years ago. We are requesting that the Admiral's remarks are no more than 10
minutes, as they are to be used simply as a "scene setter" for the awards.
(4) Map of convention center parking. I am going to attempt to make it easy
for the driver to simply pull up outside of the main door of the convention
center to drop the Admiral off. Will let you know additional details when they
become available. I would request a call 10 minutes out so that I can be ready.

will be working on a final version of the script this week, and will keep you

Thank you again for accepting our invitation to be our flag presenter
at the annual "Twice a Citizen" award, to be held on Wed, 24 August during the
NDIA Gold Coast Conference at the San Diego convention center.
This is the first of two "logistics" emails that I will be forwarding
so that you and your staff can prepare for the award ceremony. Attached please
find:
• Pre-event Reception and Parking information sheet. This sheet
details the event schedule and some parking information. (Note: Uniform will
be Summer Whites).
• Sample Remarks (courtesy of RADM Russ "Feet" Penniman, who was our
flag presenter during the Aug2014 ceremony). Note: We request that remarks be
10 mins or less so that we can get right into the awards. I am available to
provide any additional insights or recommendations should you desire.
In a follow-on email (to be sent approximately mid-August) I will be
providing the following information:
• Awards ceremony "Script" (this will give the comprehensive,
blow-by-blow detail of the ceremony). I won't have this ready until about
mid-August, as I must wait until our awards board meets to make the selections.
Last year's script is available should you wish to see something now.
• Awardees names & family names, plus the awardees biographies.
• List of other VIPs attending the luncheon
Couple of other notes:
(1) You will be receiving an invitation to the NDIA Gold Coast
"Speakers reception", scheduled for 1700-1900, Monday 22 August. This is a
completely OPTIONAL event. Just wanted to give you a "heads up".
(2) Your spouse, and flag aide are invited to the luncheon as well.
Please let us know how many will be in your party, and if they have any dietary
restrictions.

CNO and VCNO are both "No Go" as speakers for the NDIA "Twice a
Citizen" award. (Didn't think that they'd have the time, but the SBA office
pushed hard on this.)
We had Russ Allen as our speaker last year, but think he told me that
he was going to be on out of area TDY. Like to get an RC flag if at all
possible. It's a luncheon engagement: 24 August, at San Diego Convention
center. 10 mins remarks and a "grip and grin" prior. Easy stuff. I have old
speeches that can be touched up. Do you have a local RC flag that might be
available?
One other favor, if you don't mind. I'd like to send a "save the date"
out to the local RC flags, but don't have current emails. Could I get an
updated list? Think I have the retired folks, but an update of that would also
be wonderful, if available.

We definitely would like a RC flag to prep as the guest speaker. The
previous two years I have worked this on my own by calling local San Diego RC
flags like "Feet", Joliffe, Kamenski, etc... But all the names that I know
have retired, (except Russ Allen who did a fantastic job last year). If you
have a new crop of (local) RC flags, would love to have one of them step up.
BTW, we ALWAYS send invitations out to local retired and active AC and RC
flags. I don't have a current contact list, so that would be helpful as
well.....
Know that you are busy. Proud of the work that you are doing. Hope to
see you and Mike back in San Diego again one day.
