I'm afraid I don't understand something here. It is good enough to unmute
'Input Monitor' and you are in the business of monitoring of whatever comes 
into your linein.

In fact, it is rather lousy card for my taste, anyway.

Yes, that would be the logical thing to do.  Problem is, I have heard from
others and verified myself that this option does not exist.  There is no
line in option in the play back section of this card. Thus, there is no way 
to monitor because it comes defaulted to mute.  So, if you're thinking of
buying a sound card or getting a computer with this sound card, be advised
that this is the way it is.

You need to go to the properties of Volume Control. Then tab to the list of available playback item and make sure line-in is checked. If not, check it 
and press enter.  Now, line-in should be there.
