team password lookup

I finished the team password lookup feature and it is on the database
setup page and the administration page.

I set up the database setup page so that if user accounts exist, it will
not go to the page. After commenting this out, so I can get to the page,
I find that the createdatabasetables() and the other have errors that
will need to be fixed.

I added some code to the administration page to not allow someone to get
to it by typing the exact URL if they are not an admin. Separately, I
added code to the printheader function to only show the link if the user
is an admin level of 2 or higher. I am not sure if that last part works
correctly.
