This is a very important debate that Martin has tabled especially due to the
nature of our exams quote n quote called special exams brings sometimes
unwarranted negative connotations.
I shall support Sam on the issue of coming up wint discussions from the various
communities of disability. Martin is in the right place and time to push the
agenda for the accessible exams and other relevant issues that have been
deviling us. We might also want to invite relevant stakeholders to the meeting.
NB: as you arre aware the Transition Authority mandate of 3 years expired last
month. But since this had been a for gone conclusion I had prepared for my exit
and am now with the National Gender and Equality commission. Have a good day.

Dear Martin,
I feel this is a very good suggestion but since you represent interests of
different disabilities, I am wondering whether it may not be good for you to
organised focus group meetings of which SOPVID would be one to talk only on
the visually impaired. This is where our contribution would be most useful but
you also need the views of those with such problem as motor coordination,
intellectual disability, hearing impairement etc.

I am picking up on this discussion though in a different fashion. Really, it
may not be about special exams, but accessible examination process, and I agree
with Eric that let us put our great ideas into action.
As you may be aware, I was recently appointed to sit on the board of the Kenya
National Examinations Council - KNEC. I am representing interests of learners
with disabilities. As a vibrant professional body that is advocating for the
rights of persons with visual impairment, I am seeking your input on the
subject matter.

speech. We have fought for such modifications over the years, because
they ensure that there is justice in assessment. However, the blanket
talk of "special examinations", as was contained in the President's
speech, is blatantly misleading. Could Martin liaise with the SOPVID
leadership and UDPK to prepare a lucid press statement as well as TV
and radio talks to correct this terrible impression?

Clearly, there was a disconnect in the communication that came from

The demand has been item adaptation, flexible progressive and diverse
methods of assessment or evaluation.
Not all candidates with disabilities are able to sit for exams as
presented by KNEC. Although there could be some modifications, the
concept being tested remains the same as already explained above.
There could be administrative modifications such as time/duration, for
instance staggering exam papers over two years etc.
This would only be based on assessed needs or limitations. For
instance, did you know that some learners will need to take breaks
from the exam room after every 1 hour?
I believe this is what the President meant; not watered-down exams as
might be the impression created.
I believe if this the intended meaning, then its welcome. Too bad
ordinary mortals like us don't get a chance to seek, in a discussion,
what the Head of State means by certain pronouncements.
However, we do have Martin Okiyo on the KNEC Board who I'm sure will
safeguard our dignity and could clear the air on such issues.

You raise a very important point. In fact the talk of special exams
will give the public the impression that we are not as competent as
the "able-bodied". While the deaf, for example, require the rephrasing
of questions in a way that eliminates unnecessary verbosity, they get
tested on exactly the same content.
As you know, John, you came out top, beating ninety-three (93) sighted
students in A Level exams at Thika High School in 1982 with no special
exams.
We therefore need to move with speed to correct this terrible
impression if we are to avoid sliding back to the charity/medical
model of conceptualizing disability. Colleagues, how do we move?

Have you thoght abouth this? Special exams for Persons with
disabilities? Although the president meant well, but is special exams
what all PWDS desire or deserve? While it is true that some Persons
With Disabilities may need and deserve those exams, many just deserve
modified exams and not special exams. I agree that we need the extra
time.
