properly/adequately addressed regarding the concept of reasonable
acomodation for employees with disability.
In particular regard i have the following concern:
The SRC circular gave a direction of monthly allowance for aides of
PWD's, although I note the allowance was a stop gap measure that
was being looked at as the commission came up with a comprehensive
document, i deem that this process has encountered undue delay.
2. The SRC circular did not address the issue of per daily
subsistence allowance/per diem when the PWD employee is out in the
field. Therefore in essence this means the PWD employee has to
foot the expenses of his/her aide which i believe should not be the case.
This amounts to punitive measure to the PWD employee.
In the absence of such directions, i feel that the NCPWD should
issue such guidelines that shall seek to address this situation.
I have also come across the attached PSC policy on disability and
guidelines as to its implementation. The policy seems to address
such instances [kindly see chapter 4] of the policy, however, it
is still a draft and has not yet been ratified and gazetted. I wish
to hear your concerns over this matter, and possible solutions or
ways to have this concern resolved.
