I suspect that the issue come from the length of the list of files in this
directory (3948 items at time of writing), that takes a very long time for Orca
to scan, so it is stuck.
In favor of this assumption I remember that we observed a similar issue a while
ago when in Voice tab of the Orca preferences GUI all espeak or espeak-ng voices
and their variants where presented in the same field, with really many items
taht Orca needed a very long time (several minutes) to scan, appearing stuck.
I send this message to the Orca mailing list so Orca experts can check.
Meanwhile as a workaround you can restart orca and see if that helps, or just
use one of the CLI web browsers included in Slint: links, lynx and w3m, all
accessible with speech (and preferably used in text mode in this case in my
opinion).
