I've never done this, but I'm pretty sure I saw some reference to this in 
the Sibelius manual itself. Have you browsed through it?

Hi all,


Is allatorical music possible in Sibelius at all?  That is music without a
baar structure layout based on time signatures, with or without pitches,
sometimes exact sometimes approximate instructions in rhythm for example,
etc. etc.  Is that possible at all?  I have an assignment that covers this
and I have no clue how to notate it.
